He called John Cena white trash? He said he was a thug and then he made a reference to those people. Later, he grouped Shelton Benjamin into the same category, saying he was just like Cena. Is Bischoff being racist or is this a start of some anti-rebel storyline that could involve Benjamin, Cena, RVD and Matt Hardy in the near future?

When he first made that remark to Benjamin, it could have been taken to be racist but since making it to Cena, it seems to be more cultural and generational. You'd almost think that it might be a version of the "New Blood" angle from WCW.
